Principle
Polluted ground can be processed ex-situ at a dump site. The polluted soil is isolated, so that no leaching, drift or volatilisation can take place. The dump site has top and under-sealings and is being monitored.
Due to biological activity, waste gas may be present which needs to be contained and utilised or treated. Percolating water is also contained and purified.
A dump site can be built on-site, after a conformity attest has been provided by OVAM. The implementation of a dump site is regulated by the conformity attest.
Implementation area and implementation conditions
In principle, all polluted soil can be processed at a dump site, so long as the specific acceptation requirements for the dump site are met. These approval requirements could be related to the composition (nature and content of the pollution) and the hardness (moisture content). For further information on this matter, we refer to Vlaren II regulations for designing dump sites.
By implementing a dump site, controlled isolation of the pollution is put into practice.
Costs
The costs for dump pollutants are determined by the composition of the soil (Class I, II or III) and the policy at the dump site in question. Prices may vary up to 100 euros per tonne (Class I). Costs are only valid for dump at Vlaren-approved tips and not for remediation storage.
Environmental burden and measures to be implemented
When dumping polluted ground, the pollution is not removed, but is isolated.
When a dump site is being established, considerable odour problems may occur around the dump sites.
