Final draft of the revision of the BAT Study on scrap handling, treatment and dismantling (Phase 1) is available

The final draft for the first phase of the BAT Study on scrap handling, treatment and dismantling is now available online.

In this first phase of the revision of the 2007 study, priority was given to the selection of BAT (Best Available Techniques) and the associated recommendations for controlling both channelled and diffuse dust emissions at scrapyards. This prioritisation was undertaken in response to the Flemish Dioxins/PCB Action Plan 2023 of the Flemish Dioxins/PCBs Working Group.

The BAT study evaluates techniques for controlling diffuse emissions of dust and dust-bound pollutants arising from the storage, handling and processing of scrap and (post-)shredder residue streams. The study also proposes a refinement and clarification of the current ‘dispersiveness categories’ for a number of material streams that may be present at scrap processing facilities.

In addition, techniques for controlling channelled emissions from shredder installations are evaluated. Based on the BAT assessment, a proposal for sector-specific emission limit values has been developed.

Members of the Advisory Committee and the Steering Committee of the BAT Knowledge Centre have until 30 September 2026 to provide their approval of this final draft or to submit any comments via bbt@vito.be.

After this, the BAT Knowledge Centre will move on to the second phase of the revision. The content of the Phase 1 final draft will not be reconsidered. Phase 2 of the revision will focus on new environmental risks in the sector, such as safety risks associated with lithium batteries. In addition, it will examine whether the current permitting framework is adequate for a number of specific waste streams handled by scrap processors and dismantling facilities.

The exact scope will be defined during the kick-off meeting. Examples of waste streams that were not addressed in the previous BAT study include end-of-life pleasure boats, (small) aircrafts, wind turbines and solar panels.
